A general contractor manages and delivers a construction project end to end — planning, procurement, subcontractor coordination, quality control, site supervision and handover — as the single point of accountability.
The general contractor holds overall responsibility for the project and coordinates the work; subcontractors are specialist trades engaged and managed by the general contractor for specific scopes.
Yes. RISB is a CIDB G7-certified contractor and holds ISO 9001:2015 and ISO 45001:2018 certifications.
CIDB Grade 7 (G7) is the highest contractor classification under the Construction Industry Development Board (CIDB) Malaysia. G7 contractors can undertake construction projects of unlimited contract value and are eligible for all government tenders. To achieve G7, a contractor must demonstrate financial capacity, technical personnel (registered engineers), and a proven track record of completed projects. RISB is a CIDB G7-certified general contractor.
A main contractor (also called a principal contractor) holds the primary contract with the client, manages the project programme, coordinates all trades and carries full legal and financial accountability. A subcontractor is engaged by the main contractor for a specific scope such as M&E, ICT or civil works, with no direct contract with the client. RISB acts as main contractor on data center, ICT and M&E construction projects across Malaysia.
CIDB G7 registration is required for government projects awarded by JKR (Public Works Department) and other agencies, GLC projects above a certain threshold, and large private sector construction projects where the client’s contract requires G7 certification. For data center construction and major M&E fit-outs, clients typically specify G7 contractors to ensure financial and technical standing.
RISB follows a seven-phase delivery model: (1) Tender and Award — scope, programme and resource planning; (2) Pre-Construction — design coordination, authority submissions, subcontractor pre-qualification; (3) Mobilisation — site setup and safety activation; (4) Construction — daily supervision, progress meetings and quality audits; (5) Testing and Commissioning; (6) Practical Completion — defect clearance and authority signoffs; (7) Defects Liability Period — post-handover monitoring.
RISB holds CIDB Grade 7 (G7), ISO 9001:2015 Quality Management, and ISO 45001:2018 Occupational Health and Safety certification. These qualifications are required for government and institutional contracts in Malaysia and meet the compliance requirements of multinational clients with strict vendor qualification processes.
Yes. RISB’s in-house M&E and ICT divisions work alongside the general contracting team, allowing clients to appoint RISB as a single main contractor responsible for civil, M&E, ICT, ELV and data center scopes. This eliminates the coordination risk of managing multiple separate contracts and gives the client a single point of accountability from mobilisation to handover.
